Investigation of DARPA Director, Regina Dugan for of Conflict of Interest
No one looks forward to an audit - always a lingering shadow to spoil your morning Starbucks, but a common experience for many individuals…even for the Director of DARPA, Regina Dugan, (Defense Advanced Research Projects Agency), an agency under the aegis of the Department of Defense. But will an audit fully uncover the answers.
On May 9, 2011, the issue came to the attention of the DoD Inspector General, Gordon Heddell
cclark@govexec.com because of a complaint from the nonprofit watchdog, Project on Government Oversight. “POGO seeks to improve oversight throughout the federal government to prevent the abuse of taxpayer dollars and the betrayal of the public’s trust.” http://www.pogo.org/investigations/The Pentagon’s Inspector General said it will also do a broader audit of all DARPA contracts and grants awarded in the past two years. 17, 2011, “A financial disclosure statement also said the company (Dugan Ventures) still owes Dugan “at least a quarter-million dollars” for a “note/loan she had given it,” from MSNBS and Wired. And the audit will be more detailed to “determine the adequacy of DARPA’s selection, award, and administration of contracts and grants awarded in FY 2010 and FY 2011 for research and development projects,” according to a letter from the Assistant Inspector General, John Crane.Issues in the complaint stemmed from a year ago, January 2010 disclosure of a DARPA contract awarded to the company RedXDefense, where the DARPA Director Regina Dugan owns $15,000.00 in stock, and is personally owed $250,000.00 by RedX.

- Dugan Ventures is a “niche investment firm,” click to “Our Team” where their website says, “we build companies one at a time.” Ms. Dugan was the founder and CEO, from 2005- 2009, until she became the DARPA Director, July 20, 2009. Dugan Ventures is a family operation with Ms. Dugan’s father and uncle as founders. Apparently the company has two CEOs, once listing Ms. Dugan in the "Our Team" section and the other remark on the other link “Contact Us,” saying: Mr. Vince Dugan, President & CEO Founder vdgan@redxdefense.com . Also on the same site, note the mention at that time of RedXDefense, connected to Dugan Ventures.Here is something I only mention because of DARPA’s reputation for clandestine and, what some consider, nefarious research, development and investments projects for the Department of Defense going back more than 50 years to 1958. If you go to the duganventures.com website, note the picture of Ms. Dugan. It is a photograph made to resemble a sketch, as are the photos of both her father and uncle. The photo appears to be someone other than Regina Dugan.
Compare the Dugan Ventures photo to the one in several internet articles of Ms. Dugan - the difference is surprising - certainly anyone in any branch of US Intelligence would notice the discrepancies immediately. The answer that the DV photo is an older picture is unacceptable. Note Dr. Dugan’s facial structure: in the DV photo, her facial shape is pointed at her chin in a modified “V” and her lower lip is curved up in a boat shape (not merely because of a smile). The photo from August 2011 shows Ms. Dugan’s chin straight across, squared off facial structure, and her mouth in an elongated line straight across, both top and bottom lips.
Also, the young woman in the Dugan Ventures’ photo from 2000 has the shaped mouth and pointed chin of her father and uncle - no square jaw in the family.
Don’t tell me I’m not allowed to make this supposition - just consider that Ms. Dugan may travel in illustrious company. The public has always been comparing photographs of FDR - what about that mole or scar…just as they did with various photographs of Abraham Lincoln - obviously a different person at certain times.
Of considerable note is the much sought-after cult book, “Diary of a Public Man” written anonymously in 1861, and then in 1948, The Mystery of "A Public Man," a Historical Detective Story, which speaks of Lincoln as being replaced - ergo the words “Public Man” synonymous with doppelganger, and the premise that every President has a double. For instance, the Shah of Iran lived much longer than did his double, and Bill Clinton freely admitted to being occasionally replaced…for his own safety, ie the Dave Syndrome, as in the movie, “Dave.” For that matter, many well-known persons are replaced, usually only temporarily.
Did the elder Dugans construct Dugan Ventures expressly for their girl, Regina. There is only limited information on Dugan ventures, address, phone, etc…but no mention of DV’s success rate in building companies, compared to other venture capital companies like Kleiner-Perkins, or Redwood Ventures.
The only actual company name publicly projected as a product of Dugan Ventures’ development is the startup RedXDefense. Is that the only startup DV financed and developed. And they accomplished it so quickly, in the same year as DV’s inception - off to a bang.
The Lost Years, 2001 to 2005 - Information from a plethora of sources give
vague or conflicting biographical references for the years 2001 to 2005. Working for the Vice Chief of Staff of the Army from 2001 to 2003 with various other descriptions from other sources…but never any mention from anyone of anything at all for 2004. Of course a person can multitask - we all do - having several jobs over the same period of time.DARPA from their own website
states, “In 2005, Dugan Ventures founded RedXDefense.”Ms. Dugan is “Founder and CEO, 2005 to 2009,” stated in Dugan Ventures website.
2001 says RedX - “In 2001, Dr. Dugan co-founded Dugan Ventures, where she has served as President & CEO, with primary responsibility for identifying new opportunities, due diligence, and investment transactions.”
This shows that Dugan’s two companies give conflicting dated for the inception of Dugan Ventures. Certainly it will be easy to document by checking the dates of incorporation of both companies, RedX and Dugan Ventures, but it does seem odd.
Just trying to fill in the lost years.
Agenzia journalistic/press agency titled their article from March 3, 2011, “Who is Regina Dugan.” The Agenzia bio was more complete in some respects, like date of birth, and her first stint at DARPA during the Clinton administration, in 1996, where she “oversaw a $100 million in portfolios,” including “Dog’s Nose” which dealt with land mine detection based on chemical assessment rather than searching for a shaped or formed object, wire, etc...
All right, let’s get this straight: first Ms. Dugan goes to work for DARPA in 1996 and oversees the $100 million for a variety of projects in her section. That means that the United States Government made $100 million in projects available to Ms. Dugan, for her perusal, management and development. In this capacity, she works primarily on chemical analysis land mine detection. Then she quits in 2000, to start her family business forming a startup to help startups, in so doing, they develop their own startup, RedXDefense which specializes in chemical analysis for ordinance detection. I breath deeply as I take this all in.
An unsubstantiated quote by an ex-DARPA employee states, "You could pull a lot of money out ot that placeif you really wanted to. There really isn't any due diligence there," made public by Aftermath News.
It’s strange because then Ms. Dugan goes back to work for DARPA. Now if Jay Leno were doing standup, would he say, “Didn’t she get enough?”
So Regina Dugan is “called back” to DARPA in 2009 for the director’s position. And if POGO hadn’t been prompted to make inquiries, no one might have noticed this serious irregularity.
The RedX, XPAK product has been “deployed since 2007.” In 2009, RedX called their product The XPAK Portable Explosive Detection System. In 2009, with their XPAK-1 system the operator of the device collects and analyses trace explosives, as well as performing a variety of other forensic studies. Then using “RedX’s proprietary XPAK SPOTLIGHT” software, “quickly” identifies the hot zones.
New and Improved - Now just like Tide Laundry Detergent, in the American tradition of “New and Improved,” see the RedX pictures for 2011 - where the commercial says, “Portable Trace Explosive Detection,” … “User Friendly”… “Robust,” … “Reliable,”…(and of course) “Affordable.” With a large photograph of the item and a man using one - resembles a movie camera of sorts.
March 7, 2011, the internet magazine Wired, broke the story by highlighting an article in their section, “Danger Room” how DARPA had given Ms. Dugan’s own company a contract for $400,000 (granted, it’s only a small amount), and that she has recused herself from any personal dealings with the RedXDefense contract. They say the recusal took place on the first day she started back to work as the director.
Then it was found that Ms. Dugan continued to maintain her company ownership of $15,000.00 in stock (again a small amount). “She should have divested herself completely of stock in the company she founded, to avoid the appearance of impropriety,” says Nick Schwellenbach of POGO.
How privileged was the information - Consider another issue might be that Dugan gleaned privileged information on certain technology when she was working for DARPA the first time, which led her to develop the RedX technology. There might be all kinds of conflicts of interest, making for a complicated nightmare of sorting.
Not the first Darpa contract for RedX - Deepening the issues, according to Danger Room, this was not RedXDefense’s only contract with DARPA. There was the research contract for $410,000 on February 24, 2009 (before she was appointed director July 20, 2009), while the first research contract worth $349,788 was issued to RedX on November 13, 2007 during her time as CEO of DV.
Danger Room continues, “RedXDefense has also received contracts from the Departments of the Army, Air force and Navy for its ‘signature explosives detection services’ between 2007 and 2010,” but for lesser amounts. One would suppose the detection services was the military buying Ms. Dugan’s product, RedX’s XPAK SPOTLIGHTS.

It wasn’t that long ago; people’s faces usually don’t change that fast.

“As a former DoD Federal Manager, I was required to identify all my company affiliations and investments to the legal department (annually) who reviewed for conflicts of interest. I learned through training and experience that it was also the "perception" of illegality that was important. Therefore, I made sure I had no connection "in any way" to companies or industries I was doing business with. Recusing yourself from decisions alone does not satisfy policy. It appears that either DARPA or this Acquisition Chief neglected this policy requirement. The fact that investments were held in the company and profits were made tell me that either DARPA and/or the Acquisition Chief had erred. This warrants an investigation and appropriate action.
